The first section of the document which covers the target groups, sets out employees', public servants', job seekers' and non-salaried workers' entitlement to training. The second section deals with the players involved: public authorities, companies, social partners, and training providers, as well as the European dimension. The two classical pathways into training leave for employees are personal leave for training and the training plan. A third, more recent option should be added to these two: training time capital (capital de temps de formation). The required level of competence can be reached along all three pathways. To help them cope with the absence of employees undergoing training, small companies are entitled to replacement support. This edition details the various options.

From a survey conducted on a sample of some 1900 persons who took personal leave for training in 1994, it appeared that 55% of them had noticed a direct effect on their career. 46% changed jobs, by changing company in more than one case in two. The effects are most clearly felt in these cases. Although the hope of social and professional promotion is sometimes unfulfilled, employees deem the effects of PTL to be positive overall in terms of qualifications, skills and personal development.

Introduced in the late sixties, personal leave for training has met with great success. Nonetheless, major uncertainty hangs over its future: this is the lesson to be learned from this study. Having painted the backdrop to its emergence and development, the second section then tackles its funding mechanisms, and more particularly the role of the approved joint organisations (OPACIF). A series of annexes completes the study: the main documents, quantitative data, bibliography.
